Only insurers writing direct employees compensation insurance business in Hong Kong are members and no insurer will be permitted to effect employee compensation policies unless such insurer has become and remains a member of the Bureau.
An insurer's authorisation by the Commissioner of Insurance to carry on in or from Hong Kong direct employees' compensation insurance business is conditional on it first applying to the Council of the Bureau and becoming a registered member of the Bureau. Each applicant for membership shall enter into a Deed of Undertaking in such form as the Council of the Bureau may determine from time to time pursuant to which the applicant agrees, inter alia, to be bound by the Insolvency Fund Domestic Agreement and to participate in the Insolvency Fund Scheme. An insurer whose application is approved by the Council of the Bureau shall become a Member upon his name being entered in the Register accordingly.
成員必須是在香港承保僱員補償直接保險的保險人，而且如保險人尚未成為又沒有維持是本局的成員，不得承保僱員補償保險。
任何保險人在取得保險業監理專員的授權在香港或從香港承保僱員補償保險前，必須先向本局的委員會申請成為註冊成員。每名申請人須按本局委員會不時定下的格式，訂立承諾書，並且依據承諾書，同意受無力償還債務基金協議約束，並參加無力償還債務基金計劃。保險人的申請經本局的委員會通過後，其名稱一經登入名冊，即成為本局的成員。
